A Commission appointed pursuant to this act may institute action on its contempt, and if the Commission holds its   contempt has been made, it may impose a fine of up to Five Hundred Rupees. Provided that, if the accused begs pardon to the satisfaction of the Commission, the Commission may give pardon or remit the sentence, if already imposed.
